Hungary's government scholarship programme for international students. For Pakistani applicants, applications go through HEC Pakistan — not the Hungarian portal directly. This is the critical detail most guides miss.

Pakistan has a bilateral agreement — HEC nominates Pakistani students to Hungary. You cannot apply directly on the Hungarian scholarship website as a Pakistani national and bypass HEC. Monitor hec.gov.pk for the annual announcement, typically December–February. If you miss the HEC window, you cannot apply that year.
What the scholarship covers
The scholarship does not include return flights (unlike CSC and Türkiye Burslari). Budget for travel separately — Islamabad to Budapest is typically EUR 400–800 return.
The application process

Applications go through HEC Pakistan — not direct
This is the most important thing to know. Unlike CSC or Türkiye Burslari where you apply directly, Stipendium Hungaricum for Pakistani students is administered through the Higher Education Commission (HEC) Pakistan. You apply to HEC, not to the Hungarian scholarship portal directly.

HEC opens the nomination window
HEC announces the Stipendium Hungaricum call each year — typically December to February. Watch the HEC website (hec.gov.pk) for the announcement. The window is short, often 3–4 weeks.

Apply through HEC
Submit your application to HEC during the nomination window with: academic transcripts, a motivation letter, two reference letters, language proficiency proof, and a completed HEC application form. HEC selects nominees to forward to Hungary.

Hungarian portal application
If HEC nominates you, you then complete an application on the Stipendium Hungaricum portal (stipendiumhungaricum.hu) within the deadline provided. You select your university and programme preferences here.

University admission
Hungarian universities review nominated applications and issue admission decisions. Some universities may require an online interview for certain programmes.

Scholarship and visa
If admitted, you receive the scholarship letter and use it to apply for a Hungarian student visa. The academic year starts in September.
English-medium programmes
Many Stipendium Hungaricum programmes are in Hungarian. However, there is a significant selection of English-medium programmes — particularly at master's level. If you do not plan to learn Hungarian, filter to English-medium programmes when choosing on the portal.

Regional universities with established English programmes
Degree recognition
Hungarian degrees are EU-recognised under the Professional Qualifications Directive. For most fields (engineering, business, sciences), this has no direct Pakistan-specific recognition implication — your degree is a European degree and is internationally accepted.
For MBBS/medicine specifically, PMC recognition applies. The major Hungarian medical universities are on the PMC-recognised list, but verify independently at pmc.gov.pk.
HEC Pakistan typically attests foreign degrees for use in Pakistan. A Hungarian degree from a recognised university is eligible for HEC attestation.
