PMC Recognition for Foreign Medical Degrees

The single most important thing to verify before enrolling in an MBBS abroad. A degree from an unrecognised institution cannot be used to practice medicine in Pakistan.

What PMC recognition means

The Pakistan Medical Commission (PMC) maintains a list of foreign medical universities whose degrees are accepted for the Pakistan Licensing Examination (PMLE). Without PMC recognition, you cannot sit the licensing exam and cannot practice medicine in Pakistan. You also cannot complete specialisation training in Pakistan.

Recognition is not a quality stamp — it means PMC has reviewed the curriculum and determined it meets minimum standards for the licensing exam. A recognised degree still requires passing the PMLE and completing a house job before you can practice.

The list is available on the PMC website (pmc.gov.pk) under "Recognised Foreign Medical Institutions." It is updated periodically — check the date on the list when you look it up.

What determines whether your degree will be recognised

University must be on the PMC-approved list at the time you enrol

Recognition is assessed at the point of admission. If a university is not on the list when you start, your degree will not be recognised — even if the university gets added later. Check the current list on the PMC website (pmc.gov.pk) before paying any fees.

Your degree must be a standard 5-year MBBS (or equivalent)

Accelerated programmes, bridge programmes, and degrees with non-standard structures are reviewed individually and have historically been rejected. Stick to the standard curriculum offered at the same institution to domestic students.

Clinical rotations must meet PMC standards

Rotations completed at hospitals not affiliated with your university or conducted outside the approved country may not count. Verify with your institution which hospitals are approved for clinical training.

Medium of instruction must be English

For China-based degrees specifically, programmes delivered in Chinese with limited English instruction have faced PMC scrutiny. Ensure your programme is the English-medium track.

The licensing process after graduation

    Apply to PMC for degree verification

    After graduating, submit your degree and transcripts to PMC for verification. This process currently takes 2–6 months. Keep certified copies of all documents.

    Pass Part 1 of the Pakistan Licensing Examination (PMLE)

    Written MCQ exam covering basic and clinical sciences. Pass mark is 60%. You can sit this exam after degree verification is complete.

    Pass Part 2 of the PMLE

    Clinical and practical assessment. Can be attempted after passing Part 1.

    Complete one year of supervised practice (House Job)

    One year of supervised clinical practice at a PMC-recognised hospital in Pakistan. This is mandatory before full registration.

    Register with PMC

    After completing the house job, apply for full PMC registration. You are then licensed to practice medicine in Pakistan.

The total timeline from graduation to PMC registration is typically 2–3 years, including verification, exam preparation, sitting both parts, and the house job. Factor this into your planning — you will not be a licensed doctor in Pakistan the day you land back with your degree.

Risk scenarios and how to mitigate them

University loses recognition after you enrol

What happens: PMC periodically reviews and removes universities. If your university is removed while you are studying, your degree may not be recognised upon graduation.

Mitigation: Check the PMC list annually while studying. If removed, immediately contact PMC to understand the impact on current students. Some students in this situation have needed to transfer to a recognised institution to complete their degree.

University claims recognition but is not on the list

What happens: Some institutions market themselves as PMC-recognised before the recognition is officially granted, or based on expected renewal. The only valid proof is appearance on the current PMC list.

Mitigation: Verify independently at pmc.gov.pk. Do not rely on documents provided by the university or an agent. Check the date of the list you are looking at — it should be current.

Programme differs from what domestic students study

What happens: Some universities offer 'international' tracks with different content, shorter duration, or different clinical placements. These have faced rejection.

Mitigation: Confirm you are enrolled in the same programme that the university's domestic (Chinese, Hungarian, etc.) students study, not a specially-designed international track.

Verify independently — do not rely on agents or universities

Agents earn commissions from placements. Universities want to fill seats. Both have an incentive to tell you what you want to hear about recognition status. The only reliable source is the PMC website itself. Search for the university name on the official list before signing any admission documents or paying any fees. If you cannot find a university on the PMC list, do not enrol — regardless of what you are told.
