Studying in Italy from Pakistan: Universitaly, DoV vs CIMEA, and the Fraud Warning

Italy is the rare destination where tuition itself is genuinely cheap — public universities, DSU regional grants, 45 PMDC-recognised medical faculties. The friction is not the cost. It is the process: a pre-enrolment gate with a hard quota, a recognition step that depends on which university you picked, and a queue position decided by a date most applicants never think to track.

There is also something no other destination on this site currently has: a named, embassy-published warning about fraud specifically targeting Pakistani applicants. It gets its own section below, not a footnote.

Hard deadline for AY2026/27

Visa applications for the 2026/27 academic year close 30 November 2026. This guide is written to be actionable before that date. If you are reading this after the deadline has passed, treat the process details below as guidance for the following cycle and re-confirm every figure against the current circular before acting.

The number that changed: €10,179.85

Italy's Ministry of University and Research (MUR) and Ministry of Foreign Affairs (MAECI) publish a joint circular each year covering the international-student procedure. For AY2026/27 and AY2027/28, that circular states the financial-means requirement a non-EU applicant must demonstrate as €10,179.85 per year(“Tali mezzi sono quantificati nell'importo di euro 10.179,85 annuali”).

That is roughly doublethe ~€6,000–7,000 figure that circulates on Pakistani consultant sites — a figure that was accurate for earlier cycles but is now out of date. Multiple Pakistani outlets reported the increase independently when the new circular was published. If you are budgeting off an older blog post or a consultant's WhatsApp message, you are working with the wrong number.

This is worth treating as news in its own right, not just a line item: the cost of demonstrating financial capacity for an Italian student visa has roughly doubled year over year. Build your budget around €10,179.85, and confirm the figure directly against the current MUR/MAECI circular before you commit — it is reviewed and can change again for future cycles.

The process, in the order that actually matters

Generic “study in Italy” content treats the visa application as the starting line. For a Pakistani applicant it is closer to the finish line. Here is the sequence that determines whether you get there at all.

1. Universitaly pre-enrolment — a capped gate, not a formality

You register your pre-enrolment on the Universitaly portal, and your chosen university must validate it before you are eligible to lodge a visa application at all. This is a hard precondition — an unvalidated pre-enrolment means no visa appointment.

The part most guides skip: validation is itself competitive. The MUR/MAECI circular states that a university may validate a number of pre-enrolment applications not exceeding the number of places allocated for foreign-student enrolment, increased by 20%. In other words, being early does not just help — there is a real quota behind it, and once it is filled, validation stops regardless of how complete your application is.

2. DoV vs CIMEA — this is decided by the university, not by rule

To have your Pakistani qualification recognised as equivalent, you need either a Dichiarazione di Valore (DoV) issued by the Italian diplomatic mission, or a CIMEA(ENIC-NARIC Italy) comparability-and-authenticity statement. Consultant content often presents this as a fixed rule — “this university requires DoV, that one requires CIMEA” — as though it were permanently assigned per institution.

It is not. The circular is explicit that accepting a CIMEA statement in place of a DoV is at each university's own discretion. A university can change its own policy between cycles. There is also a standing legal backdrop worth knowing: a 2007 Council of State ruling (Consiglio di Stato n. 4613, 4/9/2007) means the Italian interior ministry no longer treats the DoV as strictly obligatory.

Do not rely on a table of “which universities require what” — including one on this page. Ask your specific university, this cycle, which document they accept. That answer is the only one that is current by the time you read it.

3. Appointment allocation — your queue position is your validation date

The Italian Embassy in Islamabad is currently allocating study-visa appointments directly, through BLS-Intiana, in chronological order of university validation date. Your application date does not determine your place in the queue — your validation date does. Combined with the capped validation quota above, this means the single highest-leverage thing you can do early in the cycle is get your pre-enrolment validated, not polish your visa paperwork.

The embassy's own fraud warning

The embassy has stated explicitly that neither it nor BLS-Intiana operates any WhatsApp number or mobile number for contacting applicants about study-visa appointments, and that neither the embassy nor BLS-Intiana ever requests a deposit, fee, or commission in exchange for booking a study-visa appointment.

This is a named, documented deception pattern aimed specifically at Pakistani applicants — not a generic warning. If you are contacted on WhatsApp or by phone by someone claiming to represent the embassy or BLS-Intiana, or asked to pay to secure or speed up an appointment, that contact is fraudulent. Treat this the same way the “right questions” section below treats consultant claims generally — verify the channel, not just the person. A legitimate consultant can help you prepare documents; no legitimate consultant, embassy staff member, or visa centre needs a WhatsApp message or a deposit to do their actual job.

DSU: regional financial support

DSU (Diritto allo Studio Universitario) grants — covering accommodation, meals, and sometimes a cash stipend — are real and can be genuinely significant. But DSU is administered regionally, not nationally. Each region (EDISU in Piedmont, ER.GO in Emilia-Romagna, DiSCo in Lazio, DSU Toscana, and others) sets its own income thresholds and application windows. There is no single national number to quote.

For a non-EU applicant, the eligibility test runs on an ISEE Parificato — an equivalent household-income assessment obtained through a CAF (tax assistance centre) that has an agreement covering your country, not issued directly by an Italian authority. As one worked example only — not a figure to generalise to your region— DSU Toscana's published 2026/27 thresholds were an ISEE of €26,306.25 or below and an ISPE of €43,125.94 or below, plus merit criteria.

Find out which region your specific university falls under, and check that region's own DSU body directly. A threshold from one region tells you nothing reliable about another.

MBBS in Italy

45 Italian medical faculties appear on PMDC's recognised foreign institutions (undergraduate) list — a genuinely large number of credible options for a Pakistani MBBS applicant, and one of the reasons Italy is worth serious consideration alongside Hungary. As with any PMDC-related decision, check the specific faculty against the current Green List yourself before committing — the list is not static, and a consultant's summary of it is not a substitute for checking it directly at pmdc.pk.

After graduation

Italian immigration-law sources consistently describe a post-study residence permit — the permesso di soggiorno per attesa occupazione— available after a bachelor's, master's, or doctorate, typically valid 9–12 months, requiring proof of funds, health insurance, and a declaration of immediate work availability (DID) to the local employment centre.

This detail is consistently reported across independent legal-advisory sources but was not confirmed directly against an Interior Ministry primary source. Treat it as a reliable starting point for planning, and verify the current conditions before relying on it.

What we could not verify

No Italian authority publishes a Pakistan-specific student-visa approval or refusal rate. A figure claiming a specific success rate for Pakistani applicants may show up in search results — it is not traceable to any official source and should not be relied on. The honest answer is that this number is not publicly available, for Italy or for most destinations.

Treat any consultant offering Italy placement as unverified by immigrate.pk specifically, and apply the same scrutiny you would to any agent — verify their claims independently rather than taking them on trust.

Questions to ask before you commit
