Ontario's Provincial Nominee Programme just shut down — what Pakistani students need to know

What the OINP was, and why it mattered for Pakistani students The OINP was Ontario's section of Canada's Provincial Nominee Program — a federal–provincial arrangement where Ontario could nominate candidates for permanent residency based on local economic needs. For Pakistani students in Canada, two streams were especially important: Master's Graduate stream — allowed international students who completed a master's degree at an eligible Ontario university to apply for a provincial nomination without a job offer. A nomination added 600 points to an Express Entry profile, effectively guaranteeing a PR invitation. PhD Graduate stream — same principle for doctoral graduates. These two streams were the primary pathway many Pakistani students were quietly building toward when they chose to study in Ontario. The plan was: complete your degree → apply to the Masters/PhD stream → get nominated → submit PR application through Express Entry. That plan no longer exists in its current form. What exactly happened The regulatory change (O. Reg. 47/26) revoked Section 2 of Ontario Regulation 421/17, which is the legal foundation that defined every OINP selection category. Without that foundation, the streams have no legal basis. Ontario cannot accept new applications under any of the old streams. Ontario ran public consultations in late 2025 and formally amended its regulation in March 2026. The information did not travel well into Pakistani student communities, and many consultants have not updated their advice. What happens if you already applied or were waiting for a draw Applications submitted before 30 May 2026 may continue to be processed under transitional provisions. If you submitted an OINP application before today and have a reference number, your file is likely still active. If you were waiting for an invitation to apply (ITA) — waiting for a draw to be issued — you are in a harder position. No new draws will be issued under the old streams. There is currently no replacement pathway accepting applications. Contact OINP directly at ontario.ca/immigration or through the OINP portal to confirm the status of any pending file. What comes next Ontario has signalled it intends to replace the old streams with a more employer-driven system. The broad outline is: • A single Employer Job Offer stream with two pathways — one for TEER 0–3 occupations (professional and managerial roles), one for TEER 4–5 (trades and essential services) • New selection criteria focused on Ontario's real-time labour market priorities • An updated draw system that can run general or targeted invitations depending on which sectors Ontario wants to recruit No launch date for the replacement streams has been announced as of 30 May 2026. Ontario has 14,119 nominations allocated for 2026, and it will likely want to use them, which suggests replacement streams will be announced before the end of the year. But there is no guarantee of timeline. What this means if you are currently studying in Ontario If you are mid-degree in Ontario and your PR plan was built around the Masters or PhD Graduate stream, you need to revisit your strategy now — not after graduation. Your realistic options: Express Entry without a nomination. A strong Express Entry profile can still lead to a PR invitation, but without the 600-point PNP boost, you need a competitive base CRS score. The Canadian Experience Class (CEC) cut-off was 518 in the most recent draw (27 May 2026). Most master's graduates will not hit this without Canadian work experience, a strong language score, and a few years in the Canadian job market. Other provincial nominations. Ontario is not the only province with a nominee programme. British Columbia, Alberta, Saskatchewan, Manitoba, and the Atlantic provinces all have active streams. Some have streams specifically designed for international graduates. If you are flexible about where in Canada you live after graduation, this is worth exploring. Wait for Ontario's replacement streams. If you are in the early stages of your programme, the replacement system may be live before you graduate. But build a contingency — do not plan an entire PR pathway around a programme that does not yet exist. Questions to ask your consultant 1. Which specific OINP stream were you recommending for my profile, and is that stream still accepting applications? 2. What is your updated PR strategy for me given the OINP closure? 3. Are you aware of the replacement streams Ontario is planning, and have any been launched yet? 4. What is my base CRS score without a provincial nomination, and am I likely to receive an Express Entry invitation without one? 5. Which other provinces' nominee programmes should I consider, and do I qualify for any of them? A consultant who is not aware of the OINP revocation or who is still describing the old streams as active options has not been tracking Canada policy closely enough to advise you on this.
