Canada: Express Entry reform consultation — what is proposed, what still applies today

What happened On 23 April 2026, Immigration, Refugees and Citizenship Canada (IRCC) opened a public consultation on proposed reforms to the federal high-skilled selection system. The consultation is open to organisations and the public until 24 May 2026. What is being discussed (at a high level) The consultation materials describe possible structural changes, including: replacing the current three federal Express Entry–managed programs with a single unified pathway, and an overhaul of how the Comprehensive Ranking System (CRS) awards points. One theme in the public discussion is a possible "high-wage" factor, and better alignment of rules so that strong foreign work experience is not structurally down-ranked compared to Canadian experience — a point that matters for many Pakistani professionals who are applying from outside Canada. Critical caveat These ideas are in the proposal phase. Until (and unless) new regulations are finalised and published in the Canada Gazette, the law on the ground is the existing Express Entry system.
